Rockwood Hoar
Rockwood Hoar (1855-1906) was born in Worcester, Mass., the son of George
Frisbie Hoar (1826-1904) and Mary Louisa Spurr (d. 1859). Rockwood Hoar had one
sister, Mary Hoar. In 1862, his father George F. Hoar married (2nd) Ruth Ann
Miller (d. 1903). After attending the Worcester public schools, Rockwood Hoar
graduated from Harvard with an A.B. in 1876 and an L.L.B. in 1878. Admitted to
the Massachusetts Bar in 1879, he commenced practice in his father's Worcester
law office.
Rockwood Hoar was a member of Company C, Fifth Massachusetts Infantry,
1875-1879; an assistant to the district attorney for the middle district
(Worcester County) of Massachusetts, 1884-1887; a member of the common council
of Worcester, 1887-1891; aide-de-camp with rank of colonel on the staff of
Governor Oliver Ames, 1887-1890; and judge advocate general with the rank of
brigadier general on the staff of Governor Roger Wolcott, 1897-1900. In 1898 he
was elected district attorney for Worcester County and served from Jan. 1899
until his election as a Republican to the Fifty-ninth U.S. Congress in 1904,
serving only one term from Jan. 1905 until his death on Nov. 1, 1906. In
addition, Rockwood Hoar was a trustee of Clark University in Worcester and the
Worcester Insane Hospital, and a director of the Washburn and Moen
Manufacturing Company.
In 1893, he married Christine Rice (b. 1872), the daughter of William Rice
of Worcester. The couple had two daughters: Frances Helen (b. 1895) and Louisa
Ruth (b. 1898). After Rockwood Hoar's untimely death in 1906, his widow
maintained their home in Washington, D.C., and divided her time between there
and Worcester. In 1915, Christine Rice Hoar married Frederick Gillett
(1851-1935), politician and speaker of the U.S. House of Representatives.
For more insight into the character of Rockwood Hoar, see the reminiscences
by Alexander H. Bullock in carton 7, biographical file at the end of the
correspondence and personal papers series (Series I).
Frances Helen Hoar Foster and Louisa Ruth Hoar LaFarge
Frances Helen Hoar, Rockwood Hoar's elder daughter, was born in Worcester
in 1895. She made her debut in 1912 and married Reginald Candler Foster of
Needham, Mass., in 1921. The couple had three children: Rockwood (b. 1923),
Charles Henry Wheelwright (b. 1927), and Hugh Kindersley (b. 1928). Louisa Ruth
Hoar was born in Worcester in 1898 and made her debut in 1915. In 1923, she
married Christopher LaFarge, grandson of the artist John LaFarge and son of C.
Grant LaFarge. Louisa died in 1945.
The collection consists of 24 cartons with one oversize volume containing
correspondence and personal papers, legal papers, financial papers, and bound
volumes primarily generated by Rockwood Hoar, lawyer, district attorney, and
member of the 59th U.S. Congress. There are also papers of his wife Christine
Rice Hoar Gillett, his daughters Frances Helen Hoar Foster and Louisa Ruth Hoar
LaFarge, Frances's husband Reginald C. Foster, and the Randlett family.
The Correspondence and Personal Papers series (1862-1949) in 12 cartons is
divided into four sections, the bulk generated by Rockwood Hoar (cartons 1-7).
Christine Rice Hoar Gillett's correspondence, 1888-1929 and 1949, is in cartons
7-9; Frances Helen Hoar Foster's correspondence, 1905-1921, is in cartons 9-12;
and Louisa Ruth Hoar LaFarge's correspondence, 1908-1923, is in carton 12.
There are also 2 folders of miscellaneous programs, notes and lists generated
by the three women in carton 12 at the end of the series.
The Legal Papers (1879-1906) consist of Rockwood Hoar's files arranged
alphabetically by client name (5 cartons) with a few miscellaneous legal notes
(2 folders) at the end of the series in carton 17.
The Financial Papers (cartons 17-20, 1835-1929) consist mainly of bills and
receipts made out to Rockwood Hoar and Christine Rice Hoar Gillett, arranged
alphabetically by business or individual's name. Within a particular name they
are arranged chronologically. These papers include some bills and receipts of
Christine Rice Hoar Gillett from 1929. At the end of the series there are 2
folders of unidentified financial items. Following that there are two folders
of miscellaneous Randlett family papers, mostly financial in nature, with a few
items of correspondence. The Randlett family had some connection to the Rice
family, and Rockwood Hoar handled Hannah B. Randlett's financial and legal
affairs until his death in 1906.
The Volumes (1876-1914) consist of a letterbook of Rockwood Hoar; address
books of Christine Rice Hoar Gillett and Louisa Ruth Hoar LaFarge; legal
briefs, casebooks, and legal financial record of Rockwood Hoar; account books
of Rockwood Hoar, Christine Rice Hoar Gillett, and Hannah Randlett; diaries of
Rockwood Hoar, Christine Rice Hoar Gillett, and Frances Helen Hoar Foster; and
scrapbooks of Rockwood Hoar, Christine Rice Hoar Gillett, and Reginald C.
Foster. A complete list of bound volumes can be found in the series description
for Series IV, Bound Volumes.
The Rockwood Hoar Papers were removed from the George Frisbie Hoar Papers,
Dec. 2000. The George Frisbie Hoar Papers were a gift of the late Mrs. Reginald
Foster of Needham, Mass.; Dr. C. Grant LaFarge of Brookline, Mass.; and Mr.
W.E.R. LaFarge of New York, N.Y., some time before March 1963, when the
acquisition was reported in the MHS
Miscellany.
The bulk of the Rockwood Hoar papers are stored offsite and must be
requested at least one business day in advance. Contact the Library at
library@masshist.org or (617) 536-1608 to request
materials. Please discuss your request with the reading room staff before
requesting cartons by barcode.

| | I. Correspondence and Personal Papers,
1862-1949
Much of the early material in Rockwood Hoar's correspondence (1862-1907)
consists of family correspondence of a personal nature. After 1880, the
correspondence contains much more material pertaining to his legal and
political interests. While the legal files in the collection contain
correspondence, much of his legal correspondence is interfiled in the general
correspondence, if separate files were not established for a particular client
or subject. Thus the correspondence reflects legal matters, Church of the Unity
matters (Rockwood Hoar's church in Worcester), Clark University, the Worcester
Insane Hospital, and other interests; local Republican politics and his
appointment as judge advocate general under Gov. Wolcott; his run for district
attorney and campaign for Congress; and his father's personal and financial
situations, as well as those of other family members. The family correspondence
also reflects the ownership of property around Worcester and the collection of
rents and maintenance of these numerous holdings.
The correspondence increases considerably in late 1904 when Hoar was elected
to Congress. Continual themes are requests for seed distributions, public
documents, post office and civil service positions, and Panama Canal
appointments; and letters regarding various bills in Congress, including the
duty on hides, compulsory pilotage, forest reservation, railway rates, metric
system, alcohol tax, federal criminal code, immigration, and the Congo Free
State; and the Heyburn Pure Food, National Eight-Hour, and Beveridge bills,
among others. Material dated after October 1906 concerns Rockwood Hoar's
death.
Following Rockwood Hoar's correspondence are six folders of papers on the
following subjects: biographical information on Rockwood Hoar, campaign
materials, speeches and fragments of speeches, miscellaneous notes and
writings, bills in the legislature, and miscellaneous printed matter.
See also Series IV, Bound Volumes for a letterbook of Rockwood Hoar for
1892-99 (vol. 1, Carton 20) and address books of Christine Rice Hoar Gillett
and Louisa Ruth Hoar LaFarge. See volume list in Series IV description for
details.
The correspondence of Christine Rice Hoar Gillett, 1888-1949, consists
primarily of letters from family, friends, and social acquaintances. There are
numerous invitations, acceptances, and regrets for social functions. See Series
IV, Bound Volumes for three address books (Vols. 2-4), one of which was
compiled for her wedding to Rockwood Hoar in 1893. Undated correspondence, 5
folders, consists mainly of invitations and responses to social events. There
is no material for 1903-1904, 1911, 1916-1919, and nothing about her husband's
death in 1906. There are no letters after 1929 until a 1949 invitation to an
event at the White House.
Frances Helen Hoar Foster's correspondence (1905-21) reflects her school
years and her debutante and post-debutante seasons (1912-1914), tapering off
after 1914 and ending in 1921 shortly before her marriage to Reginald C.
Foster. It is particularly illustrative of her debutante years, with a large
number of invitations and responses for social occasions. Frances Helen Hoar
Foster also maintained communications with a number of young men and women in
her teenage years, and the letters are an interesting record of the social
aspect of youth in the 1900s and 1910s. A large body of undated material mainly
consists of invitations, calling cards, and greeting cards.
Louisa Ruth Hoar LaFarge's correspondence (1908-23) is brief and limited in
large part to family letters with a few items from friends. Series IV, Bound
Volumes, contains an address book probably kept by Louisa Ruth Hoar LaFarge,
identified as volume 5.
At the end of the correspondence series there are two folders of
miscellaneous programs, notes, and lists kept by Christine Rice Hoar Gillett,
Frances Helen Hoar Foster, and Louisa Ruth Hoar LaFarge.

| | II. Legal Papers,
1879-1906
Rockwood Hoar's legal papers are arranged in files alphabetically. They are
not all-encompassing; he had many clients for whom there are no files. Some
files contain numerous items for the client or for a specific trial, while
other files have only a few notes. Rockwood Hoar's legal practice was fairly
wide-ranging, and included divorce cases, custody suits, wills and trusts,
real-estate transactions, various types of law-suits, criminal defense, and
business claims on unpaid bills and notes. Rockwood Hoar had a wide variety of
clients both individual and corporate, including the Washburn & Moen
Manufacturing Company, the First Parish Church of Worcester, the Central
National Bank, Worcester Wire Company, Ephraim Mower family, Harriet and Isabel
Paul, Hannah B. Randlett, and Senator J. D. Cameron, among others. Many of his
clients were ethnic immigrants, including Jewish, Italian, Armenian, Chinese,
Irish, Arab, and eastern European individuals. See the list of
Alphabetical Legal Files for individual file
names. While district attorney Rockwood Hoar prosecuted a number of murder
suspects, as well as those involved in lesser crimes. There are a few files at
the end of this series with miscellaneous legal notes.
Bound volumes 6-14 and 46 (see Series IV) pertain to Rockwood Hoar's legal
career as well. The casebooks, volumes 8-11, contain great detail for some of
Hoar's trials in those years covered: 1887, 1888, 1893, and 1897-98, with lists
of witnesses, depositions, testimony, judges' decisions, and other notes. The
briefs, volumes 6 and 7, contain printed briefs for trials 1882-1903, with
annotations by Rockwood Hoar. Volume 46 (oversize) is a ledger, cashbook, and
collection docket for 1881-1903, encompassing most of Rockwood Hoar's legal
career. These volumes provide much information lacking in the alphabetical
legal files. There are also two volumes containing by-laws and an act of
incorporation for the "Sons of Abraham," a Jewish religious organization in
Worcester, Mass. See volume list in Series IV description for more details.

| | III. Financial Papers,
1835-1929
The financial papers, mostly bills and receipts of Rockwood Hoar and
Christine Rice Hoar Gillett, are arranged alphabetically by name of business or
individual vendor, and within the particular name they are arranged
chronologically. Most of the businesses are located in Worcester, with some in
Boston, New York, Washington, and European cities. The bulk of the papers dates
from around 1890 to 1906. There are some items from 1929 belonging to Christine
Rice Hoar Gillett that have been interfiled alphabetically with the rest. At
the end of the financial section there are two folders of Randlett family
papers (1835-89), mostly financial papers, with a few items of
correspondence.
Financial papers also include volumes 15-21 in Series IV, Bound Volumes.
There are small account books of Rockwood Hoar for 1876-1881, bank books for
1903-1905, and check stubs for 1891-1900. There are also accounts for Christine
Rice Hoar Gillett for 1893-1895, and stock accounts of family friend Hannah B.
Randlett, 1893-1895. See volume list in Series IV description for more
details.

| | | IV. Bound Volumes,
1876-1914
The volumes are arranged as follows: volumes 1-5 correlate to the
correspondence section and consist of a letterbook of Rockwood Hoar for
1892-99, three address books of Christine Rice Hoar Gillett, and one address
book of Louisa Ruth Hoar LaFarge. Volumes 6-14 and 46 (oversize) relate to the
legal papers and consist of printed briefs with annotations for 1882-1903;
casebooks for 1887, 1888, 1893, and 1897-98; two volumes of incorporation for
the Sons of Abraham, a Jewish congregation; a legal journal, 1895-1900, and a
ledger/cashbook/collection docket for 1881-1903. Volumes 15-21 cover financial
matters and consist of account books, bank books and check stubs of Rockwood
Hoar; an account book of Christine Rice Hoar Gillett; and a stock account book
of family friend Hannah B. Randlett.
Volumes 22-34 are diaries. There are three diaries of Rockwood Hoar (vols.
22-24: 1879, 1891, 1893), one of which he kept while on his honeymoon (1893). A
four-volume diary (vols. 25-28) kept by Christine Rice Hoar Gillett as a
teenager in Germany, 1885-87, is a very detailed and interesting record of
almost two years spent abroad with two female family friends and another
unrelated girl, mostly in the town of Cassel, Germany, where the two girls
attended school as well as engaged private tutors for extra German and music
lessons. The women and girls also traveled around the country during vacation
breaks from school. Frances Helen Hoar Foster's engagement diaries for
1909-1914 (vols. 29-34) demonstrate how a young person of her family's standing
was expected to involve herself socially both in Washington and in the
Worcester and Boston debutante scenes. Volumes 35-45 are scrapbooks and
miscellaneous volumes, consisting of two school notebooks of Rockwood Hoar,
scrapbooks of Christine Rice Hoar Gillett and Rockwood Hoar, mostly of
newspaper clippings, and a scrapbook of Reginald C. Foster (1941) for the
Civilian Technical Corps. Foster was the New England Director of the Corps,
which enlisted men for non-combatant technical duty in England.
