Using two British sources, Adams as a member of the Naval Committee drafted the rules for the Continental Navy. Meant as a handbook, this now extremely rare pamphlet does not include all the regulations that the congress passed in 1775; moreover, it was rushed into print before the congress had made an important change in wording.
