the production of military supplies, and ordered to be published (
, 4:170–171). Richard Smith in his Diary noted that “these were presented by John
Adams” (Burnett, ed., Letters of Members
, 1:361). They were printed in the Pennsylvania Gazette
of 28 Feb. 1776.
