Jenings probably means that Arthur Lee and Ralph Izard, both passengers on the Alliance, would give Congress their views regarding its diplomatic establishment in Europe, particularly the conduct of Benjamin Franklin. See also William Gordon's comments on Lee and Izard in his letter of 19 Oct. (above).
