  • Harper writes about the treatment of her son by the American Consul at Port au Prince. The letter was sent to the Sec. of the Navy (Smith Thompson) but was subsequently referred to the Sec. of State (JQA). The conjectured redating of the letter was performed by the Papers of James Madison before referral to the Adams Papers; see reference file under JQA-Secretary of State.
