  • "At pp. 4736-4737: An enclosure in the handwriting of James McHenry...conveying the President's request...to consider the state of the nation and its foreign relations, especially with France. A series of searching questions." [Whether these questions were worded by the President himself is not clear. Note that in what appears to be McHenry's transmittal letter of 26 Jany. 1798 to Hamilton, at p. 4738, McHenry asks for such suggestions and opinions as occurred to Hamilton on the subject of the within paper, and says: 'Take care of the paper.
