Abstract
This collection consists of the legislative and political papers of politician, activist, community organizer, educator, and museum administrator Byron Rushing, who served as Massachusetts state representative from 1983-2019. The collection primarily consists of subject files on district and legislative issues, with files including correspondence, press releases and statements, newspaper clippings, background research, and other papers.
Biographical Sketch
Byron Douglas Rushing was born on 29 July 1942 in New York City to William Rushing and Linda Evadne Turpin Rushing. Byron was raised in the Bronx and Syracuse, New York, attending Harvard University and later the Massachusetts Institute of Technology. He was active during the Civil Rights Movement in both Boston and upstate New York, later working as a community organizer for several groups in Boston. From 1972-1985, Rushing was president of the Museum of Afro-American History, where he was instrumental in the acquisition and preservation of the African Meeting House.
Rushing served as a Democrat in the Massachusetts House of Representatives from 1983-2019, representing the 9th Suffolk District, which variously included parts of Boston's South End, Roxbury, Mission Hill, Fenway-Kenmore, and Back Bay neighborhoods. Throughout his time in the House, Rushing's legislative and policy interests prioritized human and civil rights on both local and international scales. He was the chief sponsor of the 1996 Massachusetts Burma Law and selective purchasing legislation regarding apartheid-era South Africa. Rushing also supported measures to improve substance abuse treatment, affirm same-sex marriage, prevent discrimination, and end homelessness.
Rushing served on and chaired numerous committees including but not limited to: Rules, Ethics, Local Affairs, Taxation, Transportation, Counties, Human Services and Elderly Affairs, Public Services, Redistricting, Public Safety, State Administration, and Ways and Means. Among special commissions and councils, Rushing co-chaired the 350th Anniversary of Africans in Massachusetts Commission, the Massachusetts Commission to End Homelessness, and the Massachusetts Health Disparities Council. In Democratic Party leadership, Rushing served as second assistant majority leader (2005-ca. 2009), third division chair (2009-2011), second division chair (2011), and assistant majority leader (2011-2019). On multiple occasions, his role was informally referred to as a "whip." In 2003, Rushing also ran unsuccessfully for speaker of the House. Rushing was also a member of the Ward 4 Democratic Committee, Massachusetts Black and Latino Legislative Caucus, and the House Progressive Caucus.
He is also the president of the Roxbury Historical Society, a member of the Massachusetts Historical Society Advisory Council, has served as a trustee of the society and the Boston Public Library, and has held several significant lay leader roles within the Episcopal Church. Rushing lives in the South End with his partner, activist and community organizer Frieda Garcia.
Collection Description
This collection consists of the legislative and political papers of politician, activist, community organizer, educator, and museum administrator Byron Rushing, who served as Massachusetts state representative from 1983-2019. Materials primarily consist of subject files on district and legislative issues, with papers including correspondence, legislation, press releases and statements, newspaper clippings, background research, newsletters, reports, testimonies, meeting minutes, memos, invitations, thank you letters, constituent letters of support, awards and citations, speeches and remarks, and other papers.
These papers document Rushing's vested interest and participation in a wide variety of specific initiatives and pursuits as a member of the Massachusetts General Court. Major topics include land development and urban renewal in Boston's neighborhoods (particularly the South End and Roxbury), community development and organizations, access to housing, ending homelessness, freedom of religion, civil rights in criminal justice, and support of same-sex marriage. Also prevalent are files regarding divestment from, investment in, trade with, and the human rights abuses of apartheid-era South Africa, Burma (Myanmar), and Haiti. Files also describe travel missions to and from Haiti and South Africa. Other Massachusetts politicians represented throughout the collection include Gloria Fox, Chuck Turner, Royal L. Bolling, Sr., Alice K. Wolf, Martha M. Walz, and Dianne Wilkerson, among many others. Relevant government agencies include the Massachusetts Bay Transportation Authority (MBTA), the Boston Redevelopment Authority (BRA), and the Massachusetts Department of Transitional Assistance (DTA). Less frequently, papers relate to Rushing's involvement with the Museum of African American History and the African American Museums Association.
Arrangement Note
Rushing's original series groupings have been largely retained, with most files within arranged alphabetically by subject, then chronologically, unless otherwise noted. Papers within folders have not been rearranged, with the exceptions of some media files and printed materials.
Processing Information
This collection has been minimally processed and retains many of the original folders. Some titles have been regularized for clarity and the arrangement of similar materials together. Where possible, duplicates have been removed and similar folders arranged together, but researchers will find duplicate or similar material in multiple sections of the collection.
Note: In this collection, "Burma" is primarily used to refer to the nation of Myanmar, and Nubian Square is referred to by its prior name, Dudley Square.

Materials include, among others, copies of letters sent by Rushing's office, information requests, press releases, memos, emails, citations, constituent correspondence, function space requests, newspaper clippings, copies of relevant legislation, and itineraries. Correspondence includes physical letters, as well as cards, faxes, and email printouts. Also included are various file copies created from 1989-1996.

Many files relate to the Massachusetts Health Disparities Council (HDC), which Rushing co-chaired, and the Disparities Action Network (DAN). When the collection was acquired by the MHS, many of Rushing's papers on health disparities were unfoldered or filed in unlabeled folders. This series consists of materials created, saved, and received by Byron Rushing in his official capacity as a state representative and donated to the MHS on digital media, including CDs and one external hard drive. There is extensive overlap between the physical papers and materials on the hard drive, which also includes email correspondence, calendars and scheduling requests, contacts, legislation, memos, background research, scanned textual records, staff and intern files, and press releases, among others. The CDs generally contain reports and publications from other organizations.
