Abstract
This collection consists of papers of Charles Henry Wheelwright Foster as commissioner of the Massachusetts Department of Natural Resources, 1959-1966, and as the first secretary of the Massachusetts Executive Office of Environmental Affairs, 1971-1975. Also included are teaching papers pertaining to courses on environmental policy topics, kept while Foster was on the faculty of the John F. Kennedy School of Government, Harvard University, 1988-2002.
Biographical Sketch
Charles Henry Wheelwright Foster was born in Boston, Mass. in 1927. He held degrees from Harvard University, the University of Michigan (in forestry and wildlife management), and Johns Hopkins University (in geography and environmental engineering). Foster was a specialist/consultant at the Massachusetts Department of Natural Resources from 1957-1959 and served as commissioner of the department from 1959-1966, as well as chairman of the Massachusetts Water Resources Commission from 1965-June 1967. He was appointed by Gov. Francis Sargent as the first secretary of the Massachusetts Executive Office of Environmental Affairs and served from 1971-1975. He was dean of Yale University's School of Forestry and Environmental Studies from 1976-1981, and a visiting professor, scholar, and research fellow at many universities, including the University of California-Santa Cruz, the University of Virginia, Tufts University, and Clark University. He also served on the faculty at the John F. Kennedy School of Government, Harvard University.
Foster sat on numerous boards and advisory committees, including the Public Land Law Review Commission, the Appalachian National Scenic Trail Advisory Council (as chair), and the Cape Cod National Seashore Advisory Commission (as chair). His published works include Experiments in Bioregionalism: The New England River Basins Story (University Press of New England, 1984), The Cape Cod National Seashore: A Landmark Alliance (University Press of New England, 1985), Appalachian National Scenic Trail: A Time to Be Bold (Appalachian Trail Conference, 1987), Yankee Salmon: The Atlantic Salmon of the Connecticut River (CIS, 1991), and, with David R. Foster, Thinking in Forest Time (Harvard Forest, 1998). He was co-editor of Stepping Back to Look Forward: A History of the Massachusetts Forest (Harvard Forest, 1998).
Foster died in 2012.

This collection, housed in 42 cartons and 1 oversize carton, spans the years 1937-2009 and contains Charles Henry Wheelwright Foster's professional papers. Among these are records that he produced as and commissioner of the Massachusetts Department of Natural Resources, 1959-1966, and as the first secretary of the Massachusetts Executive Office of Environmental Affairs, 1971-1975. The collection also contains teaching papers pertaining to courses on environmental policy topics, kept while Foster was on the faculty of the John F. Kennedy School of Government, Harvard University, 1988-2002, as well as files kept while a visiting professor, scholar, and research fellow at other universities. Records relating to Foster's publications, federal and national service, and other projects include extensive materials on bioregionalism, the establishment of the Cape Cod National Seashore, and the Appalachian National Scenic Trail.

Arranged alphabetically.
The first series, Massachusetts Department of Natural Resources, contains records from Foster's tenure as the department's commissioner. Among these records are letters and other materials relating to the establishment of the Cape Cod National Seashore, as well as letters and publicity relating to Foster's resignation from his post in 1966. Included are two annual reports by Foster's predecessor, Francis W. Sargent, FY1957-FY1958.
