Charles Edward Briggs was born on 6 Apr. 1833 to Robert and Caroline (Morton) Briggs of Boston. He graduated from Harvard Medical School in 1856. Between 1856 and 1862, he served as surgeon on the ship Jeremiah Thompson to London and the brig Newsboy to the Azores, practiced medicine in Boston, and taught Latin and Greek. On 12 Aug. 1862, he enlisted in the Civil War and was commissioned assistant surgeon in the 24th Mass. Infantry Regiment. He served at New Bern, N.C. and in the field in North and South Carolina. In Aug. 1863, he suffered a severe attack of dysentery and was hospitalized at Beaufort, S.C. After his recovery, he worked as post surgeon at Fort Marion, Fla., then was commissioned surgeon of the 54th Mass. Infantry Regiment on 24 Nov. 1863, beginning his service with that regiment at Morris Island, S.C. in May 1864. He served with the 54th until the end of the war and was mustered out on 20 Aug. 1865.

After the war, Charles E. Briggs moved to St. Louis, Mo. to practice medicine. He married Rebekah Whittaker (1844-1912) on 24 June 1869, and they had the following children: Caroline Morton Briggs, who married John Codman; Walter Motherwell Briggs, who married May Elizabeth Phillips; Paul Robert Briggs; and Charles Harold Briggs. Dr. Briggs also taught medicine, wrote on medical subjects, and was active in professional associations, including the International Medical Congress at Philadelphia in 1876. He died in 1894.
