This portrait of Stephen Higginson, a merchant and sea captain who served in the Continental Congress, was completed by Gilbert Stuart Newton (1794-1835) after the original by Gilbert Stuart (1755-1828).

Stephen Higginson was born in Salem, Massachusetts, in 1743. He married three times, was a merchant and sea captain, and as an American shipmaster was called on to testify before Parliament on American colonial matters in 1775. He served in the Continental Congress, was a prominent Federalist and helped to organize and equip the navy during the administration of Thomas Jefferson. Stephen Higginson died in Brookline, Massachusetts, in 1828.
