- "The practise in the House of Representatives of the United States allows of either of the forms of adopting resolutions suggested in your letter. It often happens that a series of resolutions are offered in committee of the whole, upon each of which a separate vote is taken. Some are adopted, and some rejected. The motion then is that the committee rise and report the adopted resolutions, . . ."
