- "The enclosed extracts from the Journals of the English House of Commons were made by me for you nearly two years since. Accept my apology for not having transmitted to you before. They seem to me to settle the point that Sir George Downing was not the original author of the Navigation Act that he was of its second enactment after the restoration of Charles the Second, I have no doubt." (The manuscript supports Adams' opinion.)
